| 1.00 League Format |
1.01 |
The Untitled Baseball League (UBBL) will consist of two leagues, the American and National Leagues. Each league will consist of 12 teams, broken down into 3 4-team divisions. |
1.02 |
The season will be 162 games, from October through March. |
1.03 |
Season play will be pure; the American League teams will only play other American League teams, the National League teams will play only other National League teams. Teams will play more games against their division opponents than they will against opponents in the other two divisions. |
1.04 |
Each team will play 22 games against the other 3 teams in their division, and 12 games against the other teams in their league. |
1.05 |
Joining and playing in the league is free; there are no dues or other charges. |
| 2.00 General Playing Rules |
2.01 |
The use of the Designated Hitter will mirror MLB rules. Specifically, the DH will NOT be used in the National League and is optional in the American League. |
2.02 |
The UBBL is a 100% APBA Baseball for Windows (BBWin) computer league, using League Manager Power Tool (LMPT) and AIM. |
2.03 |
MicroManagers are required for all road series where the visiting manager is not personally (in person, via internet, or otherwise) managing his team. Any micromanager may be used and must also be provided by the visiting manager if not commonly available to the league. |
2.04 |
Owners are responsible for naming their team's MicroManager and providing a copy to League Management to be posted on the league website so all can access. In the event that a team fails to designate a MicroManager, Felipe Hernandez will be used. |
2.05 |
Owners are encouraged to play via NetMeeting; however it is not a requirement and both managers must agree. Otherwise the visiting manager will have their team managed by their designated MicroManager. |
2.06 |
Ballpark effects will not be used. |
| 3.00 Team Rosters |
3.01 |
Rosters will be limited to 40 players during the season. The roster will consist of at least 38 carded players. A team is allowed to carry up to 2 uncarded prospects on their 40 man roster. These players can be anyone who has never appeared in the majors/received an APBA card. Uncarded players on a roster are treated the same as carded players; they may be retained, cut, or traded with no restrictions. |
3.02 |
Players who did not play in the current season (previously carded players) may be retained and count against the roster. They will be designated as (IR) players on the disk and ineligible to be used in gameplay. |
3.03 |
A 26-man roster is used for each series and may be changed from series to series. It may not be changed in the middle of a series. |
3.04 |
Active rosters may be expanded to full 40-man limit after game #132 of the season has been played. |
| 4.00 Batting Limitations |

AIM will be used to manage all batting limits. |
| 5.00 Stealing Limitations |
5.01 |
Players are limited to 150% of their actual steal attempts. League management will be responsible for judging violations and levying fines if deemed appropriate. |
| 6.00 Player Substitution |
6.01 |
A player may play at a non-rated position only when the starting and all rated backup players for that position have been injured, ejected, or substituted. Pinch-hitting or pinch running for the last available rated player at a position is allowed only from the 9th inning on. |
| 7.00 Pitching Limitations |
7.01 |
AIM will be used to manage all pitching limits; the only exceptions follow. |
7.02 |
Pitchers without a starting grade cannot start unless absolutely required due to injury. Any pitcher may be used in relief. |
| 8.00 Injuries & AIM |
8.01 |
AIM will be used to manage all injuries. |
8.02 |
All pitchers graded 1-3 will have their MBF adjusted to 1000. |
8.03 |
If a split-grade pitcher has both starting AND relieving grades <= 2 or <=3, then that pitcher qualifies for the MBF=1000 adjustment. (For example, 2006 Francisco Rosario - a 1/2* - would have his MBF=121 adjusted to MBF=1000.) |
8.04 |
Any pitcher that has expanded MBF shall have his J (injury) and Q (durability) factors set to 2 (if not that or better already). |
8.05 |
Innocuous batters will be used. |
8.06 |
Any innocuous player shall have his J (injury) factor set to 2 (if not that or better already). |
| 9.00 Rainouts |
9.01 |
All statistics count in an official game (as determined by MLB rules: 4 1/2 innings with a home team lead, 5 innings with a visiting team lead, and so forth following the 5th inning, or a tie beyond 5 innings). |
9.02 |
Unofficial games will be rescheduled by the commissioner at the end of the season if needed to determine playoff spots. |
| 10.00 Instructions and Results |
10.01 |
Each manager must provide an f-file at the beginning of the season, designating team pitching rotation, roster, and lineups to be use for road games. This file may be changed after each series. |
10.02 |
The 26-man active roster for each series must include a minimum of two rated players for each defensive position and a minimum of five (5) rated players for the outfield. Each roster and lineup must have a minimum of four pitchers (may be rated relievers or starters with available relief appearances and innings) available for relief, and four (4) starting pitchers, 3 of which are ineligible to pitch (resting). |
10.03 |
Managers must send "f-files" to the league email list in a timely fashion upon the conclusion of each series. No series is official until the league statistician has validated the "f-file". |
10.04 |
Any manager who is late sending required f-files without just cause will be disciplined by the league management. It is each manager's responsibility to notify league management and opposing managers if he will be late. |
10.05 |
"3-strikes, you're out": Any manager who does not submit results files or monthly roster files in a timely manner during the course of a season will be terminated from the league after three infractions. Exception: if tardiness is anticipated and communicated to the league statistician in advance of being late, no "strike" will be applied. |
10.06 |
Any manager who becomes thirty (30) days late with results, without having made prior arrangements with the League management, may be immediately terminated at the discretion of the League management. The League management have the authority to auto-play any series outstanding as of the due date. |
10.07 |
If a team has 10 or more series simmed throughout the season (or 4 consecutive series), without prior notification, the franchise will be considered abandoned and a new owner will be sought. |
10.08 |
Pitching rotations are to be scheduled for a minimum of the upcoming schedule period. |
10.09 |
No team may begin play until their season-opening f-file (with pitching rotation, roster, and lineups) is on file with the league statistician. |
| 11.00 All-Star Game |
11.01 |
The All-Star Game will be played by the manager of the team with the worst record in each respective league the previous year or as otherwise designated by the League management. The league that claims the previous year's World Series champion will host the game. |
11.02 |
Each team may nominate players from their team for consideration. |
11.03 |
All-Stars will be selected by ballot. Each league will select an All-Star team consisting of the top two choices at each fielding position plus DH and eight pitchers. The League management have the flexibility to override secondary selections in order to ensure that each team is represented in the All-Star Game. |
| 12.00 Post-Season Play |
12.01 |
The three division champions and the team remaining with the next best won-loss record ("Wildcard") will advance to the post-season in each league. The division winner with the best won-loss record will play the playoff team with the worst won-loss record in the first round; the 2 playoff teams with the 2nd and 3rd best records also play. The Division Playoff, League Championship Series, and World Series will be best-of-seven (7) games, played in a 2-2-1-1-1 format. |

Wildcard and/or divisional ties will be broken by a one-game playoff, at the home of the team with the better record in head-to-head play. |
12.03 |
Division winners have home field advantage over wildcard teams throughout the playoffs. |
12.04 |
The World Series home team will be the team with the best regular season record. In the event of a tie record, the All Star game winner will be the tiebreaker. |
12.05 |
Injuries from the season will not carry over into the playoffs; all players will be considered healthy at the beginning of the playoffs. Any injuries sustained in the playoffs will carry through the rest of the playoffs. |
12.06 |
Playoff rosters will be 26 players and must be declared before the start of the playoffs. These rosters may not be changed with one exception: if a team loses a player to injury, and the injury duration is greater than the maximum potential number of playoff games remaining for that team, the team may replace the injured player with another player from their 40 man roster. This substitute player must be eligible to play the same position as the injured player that is being replaced. |
12.07 |
A DH will be used at all games hosted by the American League team; no DH is used in the National League ballpark. |
12.08 |
Starting pitchers must have 50IP on their card and relief pitchers 25IP on their card to be eligible for playoff rosters. |
12.09 |
Position players must have 100 PA to be eligible for playoff rosters. |
| 13.00 Player Drafts |
13.01 |
At the end of season, each team is required to cut down to 28 players (exact date to be determined by league management). A draft order will be set in the inverse order of the final standings and a reentry draft (aka the 28 Man Draft) will take place. Any player left unprotected is eligible to be selected, except for uncarded players that are left unprotected; these players are immediately dropped and ineligible for selection. Whenever a player is selected, the team that unprotected the player is allowed to pull back a different player they exposed to their roster. The draft continues until all teams elect to pass. |
13.02 |
A 10-round annual rookie draft of available players will be conducted each year on a date determined by the League management. The draft will be held online via the UBBL Draft website. The draft will conclude with the final pick of the 10th round. |
13.03 |
All unaffiliated players on the new APBA data disk are eligible for the rookie draft, as well as any unaffiliated never-carded players (uncarded prospects). |
13.04 |
On September 1st all teams are required to cut down to 40 players. Once all cuts are authenticated, a one round waiver draft will take place. Order will be in inverse order of the previous season's final records. Only unaffiliated carded players are eligible to be drafted. If teams draft a player they must release a player to keep their roster at 40 players. |
13.05 |
One round waiver drafts will take place two times throughout the season - at the 33% and 66% completed marks. The order will be based on the team records at that point in time and will go in inverse order of the records. Any carded player not affiliated with a league team is eligible for selection. Teams must release a player if drafting the new players puts their roster over 40. Released carded players are immediately eligible to be drafted. |
| 14.00 Trades |

Trades can take place at any time during the season, with the exception of short roster freeze periods that will be announced by league management. |
14.02 |
No trades are official until reported by both managers to the League Management for confirmation. Trades will be reported to the league in a timely manner via the website and mailing list. |
14.03 |
Draft picks for the next upcoming annual draft are the only draft picks permitted in trades. |
14.04 |
In the event that collusion or other unfair/unethical is suspected, the League Management may declare a trade null and void. Any such ruling will stand unless appealed by a manager no later than ten (10) days after the ruling is made public. A majority of managers voting (excluding the League management and the appealing managers) is required to overrule the League management on an appealed trade. |
| 15.00 Rule Changes |

All rule changes to the UBBL Charter must be approved by a two-thirds majority of the voting managers. |
15.02 |
New additions to the charter must receive majority approval. |
15.03 |
Any league manager may submit rule proposals. |
15.04 |
Voting on rule proposals/charter modifications will take place within 30 days after the playoffs are completed. No in-season modifications to the charter will be permitted. |
| 16.00 Awards |
16.01 |
"MVP", "CY Young", "Rookie of the Year", and "Fireman of the Year" votes, for each league, will be taken at the end of the season and acknowledged. |
| 17.00 Newsletter |
17.01 |
The UBBL Newsletter will be issued on an "as required" basis. Volunteers will edit and distribute the newsletter, and any manager may submit articles, etc. to the newsletter. Distribution will be via e-mail. |
| 18.00 Discipline |
18.01 |
Any manager fined a draft pick that has been traded will lose the next highest pick. |
18.02 |
Any fine registered against a team will be rescinded if the offending manager leaves the league. |
| 19.00 League Management |
19.01 |
The league will have an elected Commissioner. The American and National Leagues will each have two elected representatives, a co-commissioner and a league president. Collectively these five are know as the League Management. |
19.02 |
League management has authority to govern on all decisions not otherwise specified in the charter. |
19.03 |
League management may call a league vote (or re-vote), at any time, on any issues deemed important to the operations of the league. |
19.04 |
At the conclusion of each season, any manager wishing to serve as Commissioner or as a league representative may submit their name for consideration. . In the unlikely event that no managers volunteer, two managers from each league are automatically nominated for vote: the managers with the most wins and losses. |
19.05 |
Commissioner terms will be 3 years. Co-commissioner terms will be 2 years. League president terms will be one year. There are no restrictions for serving consecutive terms; the will of the league will be represented by their votes. |
19.06 |
On Election Day, each owner votes for the commissioner and their league's representatives. Only those on the official ballot are eligible (no write-ins). |
